Carlisle is the county seat of Cumberland County, Pennsylvania, in the Cumberland Valley region of the state. Named after its sister town in Cumbria, England, the town's name is pronounced with the emphasis on the second syllable, as in British English.

The Carlisle Barracks is the highest military educational institution in the U.S. Army, and the installation at Carlisle is the Army's second-oldest active base. Throughout the Revolutionary War, it was used as a munitions depot. George Washington reviewed troops here during the Whiskey Rebellion of 1794, and the base became a central supply location during the Civil War. Noted graduates of the War College include generals John J. Pershing, Dwight D. Eisenhower and Omar N. Bradley. Key departments within the War College are the Strategic Studies Institute, the Military History Institute and the Center for Strategic Leadership.
